In the city of colors, the monsters all have a common characteristic: they look similar.
There's no way around it; the city's architecture and decorations are made from only a few major types of materials. When they transform, their colors are all the same, which forces the evolvers entering here to distinguish them only by size.
However, size does not represent strength, and material differences don't either. So far, evolvers cannot determine the monsters' strength just by sight; only after engaging them can they ascertain their true capabilities.
Therefore, when so many monsters pounced together, no one could be sure which one to attack first. They could only instinctively aim and fire at the closest ones.
