Liu Yu learned from Jiang Bing that Moonlit City did not have a true city lord; minor matters were generally decided by the foundation establishment managers below, while major decisions were reported to the Golden Core Elders above.

Before the spiritual stone mine war erupted, Moonlit City only had two elders stationed there. After the war broke out, the sect sent over another elder, so the tasks for foundation establishment cultivators were primarily arranged by these three elders.
